CIHT’s Professional Development Framework is an on-line system that offers employers a structured approach to professional development for their employees working in Highways & Transportation. The Framework allows users to record knowledge and experience gained at work and benchmark their progress against professionally recognised standards. The Framework is the only Highways & Transportation competency-based training programme available. It has been designed and approved by CIHT and our partner organisations within the sector.
To access the Framework Competencies, you must be a CIHT Member and logged in to the CIHT website.
Both strands of the Framework encourage and support your staff to create a bespoke professional development plan that will help to manage their professional development effectively, progress their careers and prepare for professional registration.
This part of the Framework is for early-career professionals to use as an initial development programme and helps to support structured career development and embed a continuous learning culture.
This part of the Framework is designed to be used by professionals at any level of experience. The Framework allows users to record and reflect on their current learning and development skills, then create a bespoke professional development plan to support their objectives.
This section provides access to the Competency Matrix, as well as more information about each Framework user type. To enjoy all the benefits of this service, users must be registered with the Framework.
Regardless of their skill or experience level, the only criteria for individuals to become a Registered Framework user are:
CIHT Membership and the Framework will run in parallel with the individual’s work experience.
Professional qualifications (e.g. CEng) need a minimum academic requirement before they can be obtained. Guidance on this will be provided to all Framework users.
Employers must be registered as Framework licenced organisations through CIHT to enable their employees to access the Framework and begin training and developing towards a professional qualification.

The primary role of a Framework Mentor is to advise, guide and encourage users to develop their competence against the Competency Matrix. Mentors are appointed by the licensed employer. They must understand the competencies to be achieved and the evidence that can be used to demonstrate competence in a Highways and Transportation context. Mentors should ideally be professionally registered engineers or transport planners.
